Finally figured out the right way to combine SSR reflections and refractions in a #Godot #shader.
Refraction goes into ALBEDO, mixed with the water's own colour depending on the length of the refracted ray.
Reflection is harder: it cannot go into ALBEDO or EMISSION because it will be added to the value read from the radiance cubemap. But this is exactly what RADIANCE is for: replacing the value sampled from the cubemap with my own. Overly bright reflections are now gone!

Fun fact : changing the seed of a noise texture takes a few frame to apply, so I had to delay changing the seed to once the animation was completed.

I decided to mess with the Godot visual editor a little today for this visual element. Instead of tweaking code over and over I can just set things how I want visually and they will appear that way.
Wild concept there, I know.
I also created a shader to add a border to the traffic icons in order to give them higher contrast and recognition. This involved rewriting the little traffic guys a bit and now I instantiate a scene for each one but I have them preloaded and generally it shouldn't be an issue.
All the position interpolation and stuff came along for the ride as well. Call this a "sanity update" for the programmer.
