Die brauchten gar nichts zu tun, um auf einem neuen Handy innerhalb von wenigen Minuten fast nur Posts von denen zu bekommen, alles durch entsprechende Algorithmen gesteuert
Erschreckend aber auch, welche Manipulation von (jungen) Leuten über #Gaming - Plattformen stattfinden. Die ultrarechten Parteien weltweit brauchen kaum noch etwas zu tun, damit sie in der Zukunft bei Wahlen gut abschneiden.

Von Sonntagsreden und Montagsbestellungen (reloaded)
Vor ziemlich genau einem Jahr haben wir aus der AG Open Source heraus bei D64 einen Blogpost mit dem Titel „Von Sonntagsreden und Montagsbestellungen“ veröffentlicht. Dem voraus ging ein Open Source Talk mit Miriam Seyffarth von der Open Source Buisness Alliance (OSBA).
Sie schilderte damals den eklatanten Unterschied zwischen dem, was die damalige Ampelregierung im Koalitionsvertrag in Sachen Open Source in der Verwaltung versprochen hat, und dem, was dann tatsächlich umgesetzt wurde. Unsere damalige (und damit auch die jetzige) Überschrift geht dabei auf ein Zitat von Saskia Esken zurück. Sie sagte: „Wir dürfen nicht nur sonntags von Open Source Software sprechen, sondern müssen sie montags auch einkaufen.“
Bei aller Kritik ist es der Ampel aber immerhin gelungen das Zentrum für Digitale Souveränität der Öffentlichen Verwaltung (ZenDiS) auf den Weg zu bringen, das sich mit Projekten wie OpenCode und OpenDesk um solche Dinge kümmert. Auch die Sovereign Tech Agency steht und ist aktuell sogar Vorbild für entsprechende Bemühungen auf EU-Ebene.
Vielleicht auch deshalb hat sich die neue Regierung Open Source groß auf die Fahnen geschrieben. Im Koalitionsvertrag steht auf Seite 67 im Wortlaut:
Wir sorgen für unsere digitale Souveränität
Wir definieren Ebenen übergreifend offene Schnittstellen, offene Standards und treiben Open Source mit den privaten und öffentlichen Akteuren im europäischen Ökosystem gezielt voran, unter anderem mit dem Zentrum Digitale Souveränität (ZenDiS), der Sovereign Tech Agency, der Bundesagentur für Sprunginnovationen (SPRIND). Dafür richten wir unser IT-Budget strategisch aus und definieren ambitionierte Ziele für Open Source.
Auch der neue Digitalminister Karsten Wildberger hat bei seinem re:publica-Beitrag kurz nach Amtsantritt immerhin mehrfach „Open Source“ gesagt.
Gemeint hat er es offenbar nicht. Dazu schreibt die OSBA in einer Pressemitteilung zu 100 Tagen Schwarz-rot:
Es ist ernüchternd, dass bei den Initiativen, die die Große Koalition bisher gestartet hat, Open Source Software praktisch keine Rolle spielt.
Und weiter:
Das ZenDiS beispielsweise bräuchte mindestens 30 Millionen Euro pro Jahr um die vorgegebenen Projekte auf die Straße zu bringen, im Haushalt sind gerade mal 2,6 Millionen Euro vorgesehen.
Jetzt sind ja in einem Bundeshaushalt schon 30 Millionen Euro keine atemberaubend große Menge Geld, aber nicht mal drei sind schlicht ein Witz.
Die OSBA ist in ihren Forderungen recht klar und sieht einen wirksamen Hebel beim neuen Vergaberecht. Sie schlug dazu Anfang August unter dem Motto „Open Source by Default“ zwei konkrete Formulierungen vor:
1. Bei der Vergabe öffentlicher Aufträge über Software oder softwaregestützte Systeme werden offene Standards und Schnittstellen sowie Open Source Software vorrangig vor solcher Software berücksichtigt, deren Quellcode nicht öffentlich zugänglich ist oder deren Lizenz die Verwendung, Weitergabe und Veränderung einschränkt.
2. Bei neuer Software, die von der öffentlichen Verwaltung oder speziell für diese entwickelt wird, ist der Quellcode unter eine geeignete Open-Source-Lizenz zu stellen und zu veröffentlichen.
Na dann. Auf geht’s. Next stop: Deutschland Stack. Da geht es ja auch mächtig um Digitale Souveränität und dazu schreibt das Ministerium bzw. sprach der Minister:
Er [Wildberger] arbeite an einer Verwaltung, „die den Bürgerinnen, Bürgern und Unternehmen besseren Service und bessere Dienstleistungen anbieten kann.“ Dazu soll der „Deutschland-Stack“ als einheitliche digitale Infrastruktur mit Basiskomponenten wie Cloud- und IT-Diensten geschaffen werden.

While going to a nudist island is not everyone’s cup of tea, thousands of people from around the UK flock to this nudist island on Loch Lomond, which is also closeby to the wild wallaby island. Naturists have reported a number of health benefits, such as a more positive body image of themselves and others, stress relief and a sense of acceptance.
The Scottish Outdoor Club has been around since 1938, and is located in the North East of Inchmurrin Island on Loch Lomond. Inchmurrin Island is actually the largest freshwater island in the UK, reaching modest heights of 89 metres. The spot was also home to a deer park of the Dukes of Montrose, as well as a 7th-century monastery with a chapel dedicated to Saint Mirin.
