Hay quien dice que ese Crédito Social ya llegó a occidente, sólo que no somos concientes de eso:
Tu puntaje crediticio es crédito social. Tus recomendaciones en LinkedIn son crédito social. Tu calificación de pasajeros en Uber, las métricas de interacción en Instagram, las reseñas en Amazon y tu estatus de anfitrión en Airbnb son sistemas de crédito social que te rastrean, te califican y te recompensan según tu comportamiento.
El crédito social, en su definición económica original, significa distribuir las ganancias de la industria a los consumidores para aumentar su poder adquisitivo. Sin embargo, el término ha evolucionado mucho más allá de la economía. Hoy en día, describe cualquier tipo de métrica que rastrea el comportamiento individual, asigna puntajes basados en dicho comportamiento y utiliza dichos puntajes para determinar el acceso a servicios, oportunidades o posición social.
Suena distópico, ¿verdad? Pero ¿sabes qué? Cada vez que un algoritmo evalúa tu fiabilidad, confiabilidad o valor social, ya sea para un préstamo, un trabajo, una cita o un viaje, participas en un sistema de crédito social. La puntuación se realiza de forma constante, invisible y en decenas de plataformas que se entrelazan con tu vida diaria.
La única diferencia entre tu teléfono y el sistema de crédito social chino es que China te dice lo que hace. Nosotros fingimos que nuestras puntuaciones de reputación algorítmicas son solo «características de la experiencia del usuario». Al menos Pekín admite que están gamificando el comportamiento humano.
Cuando los estadounidenses piensan en el «sistema de crédito social chino», probablemente imaginan episodios de Black Mirror y pesadillas orwellianas. Se rastrea a los ciudadanos por cada cruce imprudente, se les descuentan puntos por consumir alcohol en exceso y se utilizan cámaras de reconocimiento facial para monitorear las reuniones sociales. La imagen es tan impactante que la Cámara de Representantes de Utah aprobó una ley que prohíbe los sistemas de crédito social, a pesar de que no existen en Estados Unidos.
Esto es lo que está sucediendo realmente. En 2024, aún no existía una puntuación de crédito social a nivel nacional en China. La mayoría de los sistemas de puntuación privados se habían cerrado y los programas piloto de los gobiernos locales prácticamente habían finalizado. Se trata principalmente de un conjunto fragmentado de herramientas de cumplimiento normativo, centradas principalmente en el comportamiento financiero y la supervisión empresarial. Si bien más de 33 millones de empresas han sido evaluadas mediante sistemas de crédito social corporativo, la puntuación individual sigue limitada a pequeñas ciudades piloto como Rongcheng. Incluso allí, los sistemas de puntuación han tenido un impacto muy limitado, ya que nunca se han elevado a nivel provincial o nacional.
¿Qué se rastrea realmente? Principalmente, los incumplimientos de sentencias judiciales: personas que se niegan a pagar multas o préstamos a pesar de tener la capacidad. La lista negra del Tribunal Supremo Popular está compuesta por ciudadanos y empresas que se niegan a cumplir las órdenes judiciales, generalmente para pagar multas o reembolsar préstamos. Algunos programas experimentales en ciudades específicas rastrean el comportamiento social en general, pero estos siguen siendo experimentos aislados.
La brecha entre la percepción occidental y la realidad china es enorme, y revela algo importante: nos preocupa un sistema que apenas existe e ignora los sistemas de puntuación del comportamiento con los que realmente vivimos.
Ya vivís en crédito social.
Abre tu teléfono ahora mismo y cuenta las aplicaciones que evalúan tu comportamiento. Los conductores de Uber te califican como pasajero. Instagram rastrea tus patrones de interacción. Tu banco analiza tus transacciones de Venmo y el uso de Afterpay. LinkedIn mide tu actividad en redes profesionales. Amazon evalúa tu comportamiento de compra. Cada plataforma mantiene perfiles de comportamiento detallados que determinan tu acceso a servicios, oportunidades y conexiones sociales.
Simplemente no lo llamamos crédito social.
Tu puntaje crediticio no solo determina la elegibilidad para un préstamo; también afecta dónde puedes vivir, qué trabajos puedes conseguir y cuánto pagas por el seguro de auto. Sin embargo, el sistema tradicional de calificación crediticia se está expandiendo rápidamente. Algunos prestamistas especializados escanean los perfiles de redes sociales como parte de evaluaciones crediticias alternativas, especialmente para prestatarios con historiales crediticios limitados. Las aplicaciones de pago y los servicios financieros rastrean cada vez más los patrones de gasto y los comportamientos de las transacciones para crear perfiles de riesgo integrales. El Banco Central Europeo ha pedido a algunas instituciones que monitoreen las conversaciones en redes sociales para detectar alertas tempranas de pánico bancario, aunque esto se relaciona más con el riesgo sistémico que con las decisiones individuales sobre las cuentas. Las empresas de verificación de antecedentes analizan rutinariamente la presencia en redes sociales para evaluar la personalidad. LinkedIn gestiona algorítmicamente tu visibilidad profesional basándose en patrones de interacción, frecuencia de publicación y conexiones en la red, clasificaciones en las que los reclutadores confían cada vez más para filtrar candidatos. Incluso las citas se han convertido en un sistema de puntuación: las aplicaciones utilizan las tasas de interacción y los patrones de respuesta para determinar quién asciende a la cima de la cola y quién se queda atrás.
Lo que tenemos no son sistemas unificados de crédito social… todavía. Son redes fragmentadas de puntuación de comportamiento que no se comunican directamente. Tu calificación en Uber no afecta tu tasa hipotecaria, y tu interacción en LinkedIn no determina tus primas de seguro. Pero se está construyendo la infraestructura para conectar estos sistemas. Estamos sentando las bases técnicas y culturales que, con el tiempo, podrían crear sistemas integrales de crédito social. La pregunta no es si ya tenemos un crédito social al estilo chino (porque no lo tenemos). La pregunta es si estamos avanzando hacia él sin reconocer lo que estamos creando.
Mientras que los limitados experimentos de China han sido explícitos sobre los criterios de puntuación, los sistemas occidentales ocultan por completo sus procesos de toma de decisiones. Incluso el enfoque fragmentado de China ofrece mayor visibilidad sobre cómo se utilizan los datos de comportamiento que nuestros algoritmos de caja negra.
Se podría argumentar que existe una diferencia fundamental entre el seguimiento corporativo y la vigilancia gubernamental. Las corporaciones compiten; se puede cambiar de servicio. Los gobiernos tienen poder monopólico y pueden restringir las libertades fundamentales.
Esto pasa por alto tres puntos clave: primero, los costos de cambio para las principales plataformas son enormes. Prueba a abandonar el ecosistema de Google o tu red de LinkedIn. Segundo, los sistemas de crédito social corporativo colaboran cada vez más. Las malas calificaciones de Uber pueden afectar a otros servicios; las malas calificaciones crediticias impactan en todo, desde los seguros hasta el empleo. Tercero, los gobiernos occidentales ya acceden a estos datos corporativos a través de canales legales y compras de datos.
Los sistemas de crédito social se están extendiendo globalmente porque resuelven problemas de coordinación. Reducen el fraude, fomentan la cooperación y crean incentivos conductuales a gran escala. La pregunta no es si las sociedades occidentales adoptarán el crédito social (porque estamos avanzando hacia él). La pregunta es si seremos transparentes y responsables al respecto o si seguiremos fingiendo que nuestras puntuaciones de reputación algorítmicas son simplemente tecnología neutral.
Las tendencias actuales sugieren que ambos sistemas están evolucionando hacia una puntuación de comportamiento más completa. Las iniciativas europeas de identidad digital están vinculando múltiples puntuaciones de servicios. Las ciudades estadounidenses están experimentando con programas de incentivos de comportamiento. Las plataformas corporativas comparten cada vez más datos de reputación. Los servicios financieros integran el análisis de redes sociales en las decisiones crediticias.
Si ambos países evolucionan hacia una puntuación conductual integral, y las tendencias actuales sugieren que así será, ¿qué enfoque es más útil para cada agencia? ¿Uno que admita que lo está evaluando a usted o uno que finja que las recomendaciones algorítmicas son solo sugerencias útiles?
Cuando Uber puede destruir tu acceso al transporte con un algoritmo oculto, y cuando los puntajes de crédito determinan tus opciones de vivienda a través de cálculos opacos, ¿es eso realmente más gratuito que un sistema donde conoces al menos algunos de los comportamientos que afectan tu puntaje?
Así que, cuando el enfoque explícito del crédito social de China influya inevitablemente en las plataformas occidentales, cuando sus aplicaciones empiecen a mostrarle los puntajes de comportamiento que siempre han estado calculando, cuando las reglas se vuelvan visibles en lugar de estar ocultas, no te asustés.
Porque por primera vez, finalmente entenderás el juego que has estado jugando todo este tiempo. Y conocer las reglas significa que finalmente podrás decidir si quieres jugar.
Tu celular ya tiene Crédito Social. Solo que te mentimos sobre eso.

That means the nurse (we didn't get to see a doctor) showed us how to use an inhaler. $813.
The total billed to insurance was a suspiciously round $1,000.00 exactly. Insurance paid/adjusted away about $600, and now we're expected to pony up the rest, about $400.
Do people argue their way out of this sort of nonsense? What do people say?

We (Flucx and I) finally released our little retro-shooter slash story-game about parent-child relationships and game development. It's called "I Made A Game For You" was created in #Godot on and off over two months. The whole thing was initiated by gold extras' BRIEFS programme, which is a micro-funding game jam of sorts. Hello, barebones x86 PC with Intel Core i7-8550U and 6 Intel Gigabit Ethernet interfaces, running pure FreeBSD 14.3-RELEASE. Connects via PPP, handles traffic with pf firewall, and rocks an IPv6-first setup. Robust, reliable, and it "just works"!
It's powerful enough, that I can run some bhyve VMs and small application Jails alongside without an issue.
