1 Welt im Umbruch: Es gibt keinen Hegemon mehr.

Seit zwei Jahrzehnten wächst die Zahl von Kriegen zwischen Staaten wieder. Es scheint, als kehrt die Großmachtpolitik zurück. Jedoch, die hat es immer gegeben – in Vietnam, in Grenada, im Irak, in Afghanistan wie in der CSSR. Neu ist die Abwesenheit jedes Hegemons, der in weiten Teilen der Welt seine Ordnung durchsetzen konnte.

1.1 Die Hegemonie der Sowjetunion endete 1990, die der USA im Irak.

Es war ein Irrtum, dass 1990 nur der eine Hegemon zusammengebrochen ist. Mit dem Zerfall der Sowjetunion wurde auch das Ende der USA als Hegemon eingeleitet. Die Überdehnung der Hegemonie der USA zeigte sich im Irak und Afghanistan.

1.2 Der demokratische Kapitalismus als globales Leitbild erodiert.

Hegemonie beruht nicht nur auf militärischer und wirtschaftlicher Macht. Sie ruht auch auf Kultur und Konsens. Das war im Kalten Krieg so. Der endete mit einem Sieg des demokratischen Kapitalismus. Dieses Leitbild erodiert. Autoritäre Systeme erfreuen sich weltweit wachsender Popularität sogar im Mutterland der Demokratie, den USA. Ein politisch gesteuerter Staatskapitalismus wie in China gilt vielen Gesellschaften des globalen Südens als Entwicklungsmodell.

1.3 Der Westen ist an sein Ende gekommen.

Das Versprechen des demokratischen Kapitalismus von Wohlstand in Freiheit wurde durch die Realität des Kolonialismus konterkariert. „Der Westen“ ist im globalen Süden Synonym für Ausbeutung und Unfreiheit. In Lateinamerika und im südlichen Afrika wurden Freiheit und Wohlstand gegen Europa und die USA erkämpft. Europa muss sich vom Begriff des Westens verabschieden.

2 Der neue Imperialismus ist ein Imperialismus der Schwäche

Der Imperialismus der Kolonialzeit beruhte auf der überlegenen ökonomischen, technologischen und militärischen Macht des alten Westens. Der neue Imperialismus von Trump und Putin ist ein Imperialismus der Schwäche.

2.1 Russland ist eine ökonomische Mittelmacht mit Atomwaffen

Russland lebt fast ausschließlich von – fossilen – Rohstoffexporten. Es hat ein Bruttosozialprodukt ähnlich Spanien oder Italien. Statt 50 oder 60 Millionen Menschen leben in Russland aber über 140 Millionen Menschen. Seine Schwäche kompensiert Russland mit Nationalismus nach innen und Aggression nach außen – abgesichert durch die Fähigkeit zum nuklearen Zweitschlag.

2.2 Trump ist leader oft the pack.

Unter Bush und Obama konnten die USA nicht mehr Hegemon sein. Trump will es nicht mehr. Er möchte Anführer der stärksten Gang im globalen Bandenkrieg sein. Die USA unter Trump erfahren gerade, dass sie jeden Gegner militärisch schlagen können – aber keinen Krieg politisch gewinnen.

2.3 Der Abstieg der USA ist der Aufstieg Chinas.

Die amerikanische wirtschaftliche Macht ist geschwächt – trotz der US-Vorherrschaft auf den Finanzmärkten. China hat in Asien, Afrika und Lateinamerika die USA als wichtigster Handelspartner abgelöst. China ist dabei seinen Rückstand in der Informationstechnologie aufzuholen.

3 Es gibt eine neue Blockkonfrontation: Elektrostaaten vs. Petrostaaten.

Für Russland und die USA kommt es noch schlimmer. Über zwei Jahrhunderte war die Entwicklung der Industriegesellschaft untrennbar mit dem Verbrennen von Kohle, Öl und Gas verbunden. Das führte in die Klimakrise. Wohlstand beruhte lange auf Fossilen. Nun beginnt sich die Welt davon abzuwenden. Wohlstand wird erneuerbar.

3.1 Erneuerbare gewinnen das Rennen.

Weltweit werden Verbrennungsprozesse durch die Nutzung von erneuerbarem Strom ersetzt. In den letzten zwei Jahren waren gut 90 Prozent der neuen Stromerzeugungskapazitäten erneuerbar. Kohle, Öl, Gas und Atom teilten sich zusammen eine Nische von 10 Prozent. Innerhalb von fünf Jahren überholte China mit seinen E-Autos erst die USA, dann Japan und dann Deutschland und wurde zum größten Autoexporteur.

3.2 Fossile Macht erodiert – die Kriegsgefahr wächst.

Öl und Gas waren lange Grundlage geopolitischer Macht. Russlands Volkswirtschaft hängt fast vollständig am Export von Kohle, Öl und Gas. Die USA sind fossil autark und verstanden es lange besser als die OPEC die globalen Öl und Gaspreise zu ihrem Vorteil zu steuern. Diese Macht schwindet. Deshalb wächst die Kriegsgefahr. Trump sagt offen, dass er Grönland wegen der Rohstoffe will, dass ihm Demokratie und Menschenrechte in Venezuela und Iran wenig, deren Öl aber viel interessiert.

3.3 China ist uns näher als Russland und die USA.

China will nicht länger von Öl und Gas abhängig sein. Die Hälfte der rund 800 Mrd. globalen Investitionen in Erneuerbare fand in China statt, zuzüglich von dreistelligen Milliardeninvestitionen in Netze, Speicher und Elektrifizierung.

4 Europa: Lost in Transformation

Europa sollte von China lernen. Es hat kein Öl. Es kann nur Elektrostaat werden oder bleibt von Trump und Putin abhängig. Doch Europa verharrt zwischen Anspruch und Appeasement. Besonders Deutschland wirkt wie Lost in Transformation.

4.1 Der größte Binnenmarkt der Welt macht sich klein

Während sich Brasilien und China Trumps Zollkrieg erfolgreich widersetzten, knickte der größte Binnenmarkt der Welt ein. Trump erhielt zollfrei Zugang nach Europa, die EU muss fünfzehn bis 50 Prozent Zoll zahlen. Als Morgengabe versprach von der Leyen noch, Frackinggas im Wert von 750 Mrd. zu importieren.

4.2 Europäische Souveränität schaffen .

Europa darf von Souveränität nicht nur reden, sondern muss heute die Grundlage dafür legen. Es muss sich unabhängig von Energieimporten machen, eine europäische Rüstungsindustrie aufbauen und Steuerprivilegien für US-Plattformen beenden.

4.3 Bündnis der Mittelmächte verträgt keine doppelten Standards

Die transatlantischen Beziehungen mit Kanada sind intakt und müssen gestärkt werden. Kanadas Premierminister Mark Carney fordert zurecht ein Bündnis der Mittelmächte. Nur so kann dem Recht des Stärkeren begegnet werden. Nur so können Regeln des Völkerrechts gesichert werden. Zu diesen Regeln muss man auch im Konflikt stehen – vor Grönland, in der Ukraine, in Venezuela wie im Iran. Ohne Angst vor einem „transatlantischen Stresstest“ (Merz).

5 Der transatlantische Stresstest hat schon lange begonnen

Nachzulesen in Trumps Nationaler Sicherheitsstrategie. Oder man hört ihrem Autor zu. Auf der Münchner Sicherheitskonferenz bekannte sich Merz klar zu Europas Souveränität. Der erteilte Marco Rubio einen Tag später eine beinharte Absage. Worauf sich Boris Pistorius und Johann Wadephul brav erhoben und dem US-Außenminister dafür stehend applaudierten.

5.1 Vom Alliierten zum Gegner – das neue transatlantische Verhältnis.

Die Europäische Union wird von der US-Administration – anders als Russland oder China – als Gegner beschrieben. Sie soll geschwächt und gespalten werden. Einzelne Staaten lassen sich besser abhängig machen. Damit ist klar: Die Zeiten, in denen Deutschland und Europa unter dem Schutzschirm der USA auf offenen Märkten weltweit gute Geschäfte machen konnten, sind vorbei.

5.2 Ein Bündnis der Mittelmächte für eine regelbasierte Ordnung.

Sollen in der multipolaren Welt Regeln gelten und durchgesetzt werden, braucht Europa Bündnispartner. Partner mit denen freier und fairer Handel möglich ist. Partner, die Konflikte regelbasiert austragen. Das werden viele, aber nicht nur Demokratien sein. Aber alle Gesellschaften, deren Interessen in einer solchen Welt besser aufgehoben sind, als unter dem Recht des Stärkeren sind willkommen.

5.3 „Politik beginnt mit dem Betrachten der Wirklichkeit“ (Kurt Schumacher)

Dazu muss Deutschland sich von seinem lange gepflegten romantischen Transatlantizismus verabschieden.
