New Clark City To Host AI Hub Under Pax Silica
Following the major announcement of the United States and the Philippines plan of launching a historic economic security zone of four thousand acres, it was revealed recently that New Clark City (NCC) in the Philippine province of Tarlac has been chosen as the site for an industrial hub focused on artificial intelligence (AI), according to a news article by the Philippine News Agency (PNA).

The New Clark City in Tarlac will host an industrial hub centered on artificial intelligence (AI) innovation and investments on a 1,618-hectare property.
This development comes as the Philippines formally joins the Pax Silica Declaration, a United States-led initiative that seeks to build a secure, resilient, and innovation-driven silicon supply chain covering critical minerals, semiconductors, AI, and advanced manufacturing.
“By joining Pax Silica, the Philippines is ensuring that our mineral resources and strategic location are not simply supporting global industries from the margins, but are actively harnessed to build the industries of the future,” Finance Secretary Frederick Go said in a statement on Monday.
The country’s participation in this initiative signals its intent to play a more active role in the rapidly evolving AI and semiconductor landscape.
This is in sync with the Marcos administration’s target of establishing the Philippines as a regional AI powerhouse under the National AI Strategy Roadmap.
Strategically located within the Luzon Economic Corridor, the Coordination Office is the first of its kind to be established under Pax Silica. It is being designated as a “Golden Node,” a new model for AI-native investment acceleration hubs.
“The Golden Node is not about recreating the factories of the last century. It is about building the manufacturing ecosystems of the next century – AI-native from day one, anchored in the rule of law, and integrated into a network of trusted nations that will define global supply chain resilience for decades to come,” US Undersecretary of State for Economic Affairs Jacob Helberg said in a separate statement.
New Clark City as next AI hub – Bases Conversion and Development Authority President and Chief Executive Officer Joshua Bingcang said this development places New Clark City at the center of a pivotal transformation, one that will shape a more innovative, inclusive, and future-ready Philippines.
“By establishing this Golden Node, we stand to position New Clark City as a vital link in the global supply chain for advanced technologies and next-generation manufacturing. On the ground, this will translate into more quality job opportunities for Filipinos and greater participation of local enterprises in the growing innovation-driven economy across the globe,” he said.
The BCDA will extend a two-year grace period on lease payments, which will be treated as an unconditional in-kind contribution to support the development of economic cooperation initiatives between the two countries.
Initially referred to as Clark Green City, New Clark City was planned, designed and founded by the Bases Conversion Development Authority (BCDA). It has an area of more than 23,000 acres and is designed to accommodate over a million people. The NCC’s formal groundbreaking happened on April 11, 2016. In response to the concerns of members of a particular homeowners’ association (HOA) in Las Piñas City, the Department of Human Settlements and Urban Development (DHSUD) announced the creation of a panel to preside over the community’s election of new officers, according to a news report by The Manila Times.

The Department of Human Settlements and Urban Development (DHSUD) on Monday said that it would create an interim poll body in connection with the election of new officers of a village homeowners’ association in Las Piñas City.
A ranking official of the agency told The Manila Times the DHSUD’s National Capital Region (NCR) office has been assigned to look into the concerns of the members of the Woodridge Homeowners Association Inc. (WHAI) in Barangay Pulang Lupa.
The official said the NCR office will issue an order on Monday for the appointment of an interim committee that will preside over the election.
Earlier last week, WHAI members warned that chaos could mar the homeowners’ association election-related proceedings at the Woodridge Subdivision unless the DHSUD stepped in.
The WHAI members have called on the department to intervene to stop alleged irregularities by members of an interim electoral body who were recently appointed by the agency itself.
Former WHAI president Joselito Chua said the intervention of the DHSUD would prevent irregularities in the election of board members of the village. Chua’s group claimed that the interim board failed to comply with the 30-day requirement for the organization of an election committee (Elecom) as required under Section 8(b) of DHSUD Memorandum Circular 2025-003.
“Notwithstanding such lapse, the remaining members of the interim board proceeded with the conduct of a general assembly and election-related activities on April 12, 2026,” the group said. Chua said they filed a formal notice of non-compliance and request for clarification, but “the interim board proceeded with the activity, the election of Elecom members.”

El proyecto buscaba ser una alternativa sin filtros a la televisión tradicional, inspirándose en la estructura de los programas de realidad.
Aunque el sitio se abrió después para que cualquier usuario pudiera transmitir, los fundadores notaron que la sección dedicada a los videojuegos crecía con mucha más rapidez que el resto de las categorías. Debido a esta demanda, el 6 de junio de 2011 decidieron lanzar Twitch.tv como un sitio derivado exclusivamente para jugadores y deportes electrónicos. El éxito de este nuevo enfoque fue tan grande que en 2014 la empresa matriz cerró Justin.tv de forma definitiva para centrar todos sus recursos en Twitch, la cual fue adquirida poco después por Amazon.

Prāv is a fork of Quicksy.im run by #FreeSoftware activists, which provides an #XMPP service and branded apps to make it easy to bring non-geeks to XMPP.
It’s a #cooperative, which means anyone can become a member and take part in the project governance and decision-making.
The Task
Prāv uses phone numbers for easy registration and contact discovery. As with Quicksy, the phone number becomes part of the user’s XMPP address. This means the user’s phone number is visible to channel admins and to anyone the user adds as a contact.
The task is to modify the clients to let users enter a username which will be used for their XMPP address instead. This way, phone numbers will continue to be used for easy registration and contact discovery, without revealing the phone number to other users.
