@jwgoerlich There are a dozen ways to get your location with location/GPS settings turned off. Wi-Fi networks, cellular triangulation, Bluetooth scanning and beacons and even your phone's Microphone (through ultrasonic tracking) can all be used to identify and track your location. And obviously, metadata in photos also gives away your location, since we're talking about Instagram.
Advice: Rather than opt out, delete Instagram.
