Turns out you can attach #WordPress comments to a user's account after the fact. Using WP-CLI on our multisite, I was able to match up users who forgot to log in so their comments would appear as part of their user records:
wp comment update $(wp comment list --author_email='EMAIL' --field=ID --url='ADDRESS') --user_id='NUMBER' --url='ADDRESS'
