The key, iny opinion, is to develop expertise is the subject: whether it is transit, bridges or open-source. That means doing it.

The NSF's Safe-OSE program reflects a serious and fundamental category error.
They're treating #opensource
security as a technical problem to be solved with targeted grants, when it's actually a sustainability problem that requires systemic support.
Going to go think about this and write something more substantial about it. Can remember clearly the NSF in a big open meeting pre-COVID trying to tell open source projects that they had to have timecards "because NSF has the gold and those that have the gold write the rules".
That program didn't go anywhere. None of the administrators or the director had any experience authoring open source work or running open source projects. I sat there at the meeting and looked up every single one of them. Nothing on GitHub, nothing on GitLab, nothing anywhere that was any evidence of open source work or involvement.
This looks like another swing and a miss that could have been prevented by pulling aside any 22 year old open source contributor for a vibe check.
