To go further into the etymology (used by dhh himself in his "Rails is omakase" blog post), "chef" just means "boss" in French, the English meaning comes from "chef de cuisine", or "kitchen boss". So maybe omarchy just means "the boss rules", or, since the rails blog post allows for multiple chefs, something like "the rulers rule, and the opinions of the people are just suggestions."

I did go down the rabbithole of trying to figure out what "omarchy" means, since it sounds like it might be a system of government that certain people are trying to shift a democracy towards. It turns out to be (canonically) a portmanteau of "omakase", which means "chef's choice" (or more specifically "whatever dhh wants"), and "arch" as in Arch Linux. Again I'm not sure there isn't another underlying intended meaning.
