On another official government website, bypassing Congress, and of course his name is on it.
It will open up the federal Thrift Savings Plan to non-federal workers.
He said something to the effect of if it "goes to the next level," they will need to get congressional approval.
There is a federal match for those with low-income— not sure how that is bypassing Congress.
