4: it surely isn't valid anymore. Parents who let kids have their own personal smartphone from now on have no excuse.

2: this may be too hard a concept for you to grasp but a problem can be caused by TWO parties, and if that happens yes, of course they are both to blame.
*SOME* parents surely had no idea that nothing bad was happening, OK. But all the others COULD have taken the phones away from their kids
