Hold on a minute.
Why only in places "where its illegal"? Why not just simply disable it from being able to do that at all? Is it because Musk knows as well as anyone else that its an easy workaround to switch your digital location and then carry on regardless?
In other words, Musk wants that feature to be available full stop.
