You're right, this is weird and I'm not entirely sure what's going on. I was able to get it to fail with some combinations, pass with others, and thought I had it figured out until I tried some other cases and those contradicted what I thought I'd established.
As to what's going on - I have a guess, but I'm not confident about it. I think it might be triggering only when an #rfc2047 -encoded segment of the header field value either exceeds the message's policy's line length limit, or in some way crosses over that boundary (such as having leading unencoded ASCII without a whitespace break that would allow the line to fold before the encoded segment).
If this is the case, it looks like a bug to me, too. If it's still happening with the most recent version of Python, I'd say it needs fixing. I haven't tried anything past 3.11.x right now.
Only showing up using the EmailMessage class vs Message class is explainable; there are slight differences, and one is for legacy code compatibility.
Weird.

Another way to tell if a #Python #REPL interpreter is #PyPy instead of #CPython is based on the outputs to `sys.ps1` and `sys.ps2`. By default, the interpreter will have the following in CPython:
">>> "
"... "
And in PyPy:
">>>> "
".... "
#CPython is the default interpreter for the #Python programming language in most cases. However, slightly older versions of the Python programming language are actually available in a faster version of the interpreter using #PyPy instead.

In the #Python programming language, the new #REPL from Python 3.13 (2024) has added colorization in the #interpreter in #interactive Python, similar to the interface seen in later versions of #PyPy. Python 3.14 (2025) and Python 3.15 (2026) continue along with the improved REPL with the colorization of the Python #syntax itself.

This shows differences between the interfaces for the #Python programming language #REPL interpreters. Python versions 3.9, 3.10, 3.11, and 3.12 have retained relatively similar interpreter features in interactive mode.

With the #Python interpreter, the default interface since Python 3.13 has been significantly different from previous versions of the language. In Python 3.13, the interpreter now supports color, and in Python 3.14, the syntax of the programming language can now be highlighted.
