OR-tools, you are pissing me off.

Just to *set up* a Traveling Salesman-like problem takes a full minute. That's with absolutely no solver runtime yet, that's **just creating variables**. That's more an order of magnitude slower than my target.

There's no way to give it, say, a node connectivity array, you have to create each edge explicitly. But even if there were, addition other conditions on 700k nodes takes ~10s.

There's a github ticket about this where the maintainer shoots down every idea and then closes the issue without saying why. wtf.

My options seem to be to write in C++ or model this differently.
