Schon im Jahr 2019 kamen die Berater von PwC in einer Studie für das Bundesinnenministerium zu dem Schluss, dass die Bundesverwaltung 'in allen Schichten des Software-Stacks von wenigen Software-Anbietern stark abhängig' sei.
