Holy shit I've been struggling for hours in a test on logging a user in with drupalLogin($user) and tearing my hair out since it works elsewhere and with admin users and I couldn't figure out why it just hanged every time.
Agreement module redirecting the user to the T&Cs agreement every time. Adding the 'bypass agreement' permission when creating the test user gets it working. FFS. 🤦♀️
