I feel like there has to be a tool for this already, but I couldn't find it... Anyway, I fiddled together a little PoC for an idea I had a while ago:

The "Image-Assembler": A simple tool that just re-uses a container image layer instead of creating a new one. This should optimise client-side caching a lot, if you use the same tool in many different images.
